Preamble
The Federal Assembly of the Swiss Confederation, on the basis of Articles 64 paragraph 1, 74 paragraph 1 and 118 paragraph 2 letter c of the Federal Constitution,and having considered the Dispatch of the Federal Council dated 17 February 1988, decrees:
