The Swiss Federal Council, based on Article 3 paragraph 2 letter d of the Electricity Act of 24 June 1902 (ELA), in application of the Telecommunications Act of 30 April 1997 ( TCA ) and the Federal Act of 6 October 1995 on Technical Barriers to Trade (TBTA), ordains:
