Preamble
The Swiss Federal Council, on the basis of Article 26 of the Federal Act of 1 July 1966 on the Protection of Nature and Cultural Heritage (NCHA),Article 44 paragraph 1 of the Environmental Protection Act of 7 October 1983 (USG), and in implementation of the Convention 19 September 1979 on the Conservation of European Wildlife and Natural Habitats, ordains:
