Preamble
The Federal Assembly of the Swiss Confederation, on the basis of Articles 54 paragraph 1, 123 paragraph 1 and 173 paragraph 2 of the Federal Constitution,and having considered the Federal Council Dispatch dated 19 February 2014, decrees:
