Section 1 Funding for Training and Professional De

Art. 128 Funding

1 The FOEN shall promote the training and professional development of persons engaged in activities related to climate protection as well as platforms and other public outreach work in the field of climate protection. 2 Within the scope of authorised financial assistance, it shall provide grants to public bodies and institutions and to private organisations that in the field of climate protection: a. offer training and professional development; or b. inform and advise the public. 3 Projects worthy of support are educational and communication projects, in particular those which: a. demonstrate how they contribute to achieving the aims of the CO2 Act; b. are designed to have an impact; c. can be multiplied.

Art. 128a Amount of financial assistance

1 A maximum of 40 per cent of the allowable costs shall be awarded in financial assistance. 2 Allowable costs are those costs necessary and appropriate for the economic and purposeful implementation of the project.

Section 2 Information

Art. 129 Information provided by the FOEN

The FOEN shall inform the public and advises the authorities, companies and private individuals particularly about: a. the consequences of climate change; b. measures for reducing greenhouse gas emissions or increasing carbon sink capacity; c. measures for coping with the consequences of increased greenhouse gas concentrations in the atmosphere.

Art. 129a Reporting on climate-related financial risks

1 The Swiss Financial Market Supervisory Authority (FINMA) shall report annually to the public in aggregate form on the results of its review of climate-related financial risks for supervised entities. 2 The Swiss National Bank (SNB) shall report annually to the public in aggregated form on the results of its review of climate-related financial risks to the stability of the Swiss financial system. 3 If FINMA or the SNB take any measures based on the results of their reviews, they shall also mention these in their annual reports.

Section 3 Funding of Electric Drive Technologies

Art. 129b Funding recipients

1 Financial assistance under Article 41a of the CO2 Act may be awarded to: a. transport companies with a licence under Article 6 of the Federal Act of 20 March 2009 on Passenger Transport; b. companies providing services on licensed routes on the basis of an operating agreement under Article 20 of the Ordinance of 4 November 2009 on Passenger Transport. 2 Applications for funding must be submitted to the Federal Roads Office (FEDRO).

Art. 129c Requirements for funding

Financial assistance shall be awarded for buses and ships if they are used for at least 75 per cent of their time in licensed transport and are owned by the funding recipient after commissioning.

Art. 129d Vehicles eligible for funding

1 Financial assistance shall be awarded for the following buses and boats: a. buses that are solely battery-powered; b. buses with fuel cells (hydrogen); c. trolleybuses; d. new boats with electric drive systems, including fuel cells (hydrogen); e. boats that are being converted to an electric drive system, including fuel cells (hydrogen). 2 No financial assistance shall be awarded for vehicles that replace vehicles that are already electrified or have not yet been fully depreciated.

Art. 129e Payment

Financial assistance shall be paid out once the company has demonstrated that the vehicles have been commissioned.

Art. 129f Verification of vehicle use

1 Companies must report unsolicited the current use of vehicles to the FOT five years after initial use. 2 If there is a difference in use of more than 10 per cent between jointly ordered transport and other licensed transport or greater use outside of licensed transport, the amounts received shall be repaid pro rata or in full.
