Section 1 Principles
Art. 92c
1 The reduction effect of renewable thermal and motor fuels and low-emission aviation fuels can be credited as part of a measure under the CO2 Act provided that: a. the thermal or motor fuels meet the requirements of the Ordinance of 2 April 2025 on the Placing on the Market of Renewable and Low-Emission Thermal and Motor Fuels (RFO); and b. there is a guarantee of origin in accordance with Section 2a EnO assigned to the said measure under the CO2 Act. 2 For installation operators and aircraft operators, the guarantee of origin is assigned to the said measure by the supplier of the thermal or motor fuel.

Section 2 Crediting of Reduction Effect of Piped R
Art. 92d Applying for international attestations for piped renewable gas from abroad
1 An importer may apply for international attestations for the reduction effect of piped renewable gas from abroad. 2 Anyone wishing to apply for international attestations for a reduction effect must have the project in question validated at their own cost by an auditing body recognised by the FOEN. 3 The application must contain the following documents: a. the partner state’s decision regarding the project; b. audit report by an FOEN-recognised auditing body attesting that the requirements under Article 15 paragraph 3 of the CO 2 Act. 4 The FOEN may require additional information from the applicant if required to assess the application.
Art. 92e Issuing of international attestations for piped renewable gas from abroad
1 On the basis of the application, the FOEN shall decide if the reduction effect of the piped renewable gas from abroad is suitable for international attestations to be issued. 2 If a reduction effect is deemed suitable, the FOEN shall, upon request, assess the scope of the reduction measure claimed. If necessary, it will carry out further investigations. 3 It shall issue international attestations provided that the partner country recognises the transfer of emission reductions for the reduction effect. 4 The ecological added value of the reduction effect is recognised by the attestations issued. If the added ecological value has already been offset, no attestations are issued. 5 It shall inform the applicant about the number of international attestations issued.
Art. 92f Requirements for crediting the reduction effect
1 ETS participants and operators with a reduction obligation can have the reduction effect of piped renewable gas from abroad credited. They must demonstrate that: a. piped renewable gas from abroad appears on the invoices; and b. the FOEN has issued a sufficient number of international attestations for the reduction effect of piped renewable gas from abroad. 2 Credited international attestations for the reduction effect of piped renewable gas from abroad are credited by the FOEN to the Swiss climate target.
