The Swiss Federal Council, based on Articles 9, 14 paragraph 7, 16, 19 paragraph 1, 27 paragraph 2, 36a paragraph 2, 46 paragraph 2, 47 paragraph 1 and 57 paragraph 4 of the Waters Protection Act of 24 January 1991 (WPA), ordains:
