Preamble
The Swiss Federal Council, based on Articles 14 paragraph 1 letter d, 16 paragraphs 1 and 2 and 177 of the Agriculture Act of 29 April 1998 (AgricA)and Article 41a of the Forest Act of 4 October 1991 (ForA) ordains:
