Preamble
The Swiss Federal Council, on the basis of Articles 10 paragraph 4 and 39 paragraph 1 of the Federal Actof 7 October 1983 on the Protection of the Environment (EPA)and Article 47 paragraph 1 of the Waters Protection Act of 24 January 1991, ordains:
