The Swiss Federal Council, on the basis of Articles 1 paragraph 3, 4 paragraph 2, 5 paragraph 2, 6 paragraph 2,7 paragraph 4, 11 paragraph 2, 13 paragraph 2, 18 paragraph 2 and 19 paragraph 3 of the Federal Act of 17 December 2010 on Mountain Guides and Organisers of other High-Risk Activities (the Act), ordains:
