Preamble
The Federal Assembly of the Swiss Confederation, on the basis of Articles 95 paragraph 1, 96, 97 paragraphs 1 and 2 and 122 paragraph 1 of the Federal Constitution, and having considered the Federal Council Dispatch dated 18 May 1983, decrees:
