Preamble
The Swiss Federal Council, based on Article 19 paragraph 2 letters a and d and Art. 38 of the Chemicals Act of 15 December 2000 (ChemA)and Articles 29 and 39, paragraph 1bis of the Federal Act of 7 October 1983 on the Protection of the Environment and in implementation of the Rotterdam Convention on the Prior Informed Consent (PIC) Procedure for Certain Hazardous Chemicals and Pesticides in International Trade of 10 September 1998 (PIC Convention), ordains:
