Preamble
The Swiss Federal Council, based on Article 39 of the Civil Aviation Act of 21 December 1948 (CAA), in implementation of Directive 2009/12/EC, Directive 96/67/EC and Regulation (EC) No 1107/2006 in the version valid for Switzerland according to Annex Nos 1 and 7 of the Agreement of 21 June 1999 concluded between the Swiss Confederation and the European Community on Air Transport, ordains:
