The Swiss Federal Council, on the basis of Articles 5, 12 paragraph 2, 13 paragraph 1, 16 paragraph 2, 19, 21 paragraph 2, 23, 39 paragraph 1, 40 and 45 of the Federal Act of 7 October 1983 on the Protection of the Environment (the Act), ordains:
