Preamble
The Federal Assembly of the Swiss Confederation, based on Articles 54 paragraph 1, 123 paragraph 1 and 173 paragraph 2 of the Federal Constitution, and having considered the Dispatch of the Federal Council of 8 March 1976, decrees:
