Preamble
The Federal Assembly of the Swiss Confederation, based on the articles 74 paragraph 1, 77 paragraphs 2 and 3, 78 paragraph 4 and 95 paragraph 1 of the Federal Constitution, and having considered the Federal Council Dispatch dated 29 June 1988, decrees:
