The Swiss Federal Council, based on the Human Research Act of 30 September 2011 (HRA)and on Articles 54 paragraphs 3, 6 and 8, 54b paragraphs 2 and 3 and 82 of the Therapeutic Products Act of 15 December 2000 (TPA), ordains:
