Preamble
The Swiss Federal Council, on the basis of Articles 269c paragraph 3 and 316 paragraph 2 of the Civil Code and Articles 15 paragraph 3 and 26 of the Federal Act of 22 June 2001 on the Hague Convention on Adoption and on Measures to Protect Children in International Adoption Cases (HCAA), ordains:
