## 13 Days. Four Seats. Six Races.

Republicans currently hold the Senate 53 to 47. Democrats need a net gain of four seats to control the chamber from January 2027, or three seats for a 50-50 tie that Vice President Vance breaks in the GOP's favor. Of the 35 seats on the November 3 ballot, Cook Political Report rates six as Toss-Up as of October 20, 2026. All six are held by Republicans or open after a Republican retirement. Democrats need to win four of the six, while also holding Michigan, their one Toss-Up seat. As of October 21, 2026.

## The Six Toss-Up Races

Cook Political Report rates a race Toss-Up when neither candidate has a clear advantage and the outcome is genuinely uncertain. All six 2026 Toss-Ups are currently held by Republicans. Democrats must defend one Toss-Up of their own: Michigan, where retiring Sen. Gary Peters' open seat is a genuine contest between Democrat Abdul El-Sayed and Republican Mike Rogers. To flip the Senate, Democrats need to hold Michigan and win four of the five remaining Republican Toss-Ups. Cook rates no race as Lean Republican among the six. Three of the five Republican seats are open, meaning no incumbent advantage.

## Texas: The Seat Republicans Cannot Lose

Texas has not elected a Democrat to the US Senate since 1988. Democrat James Talarico, a 33-year-old state representative, is running against Republican Ken Paxton, the former attorney general who survived a corruption trial in 2024 and won the primary over sitting Sen. John Cornyn. Paxton's legal baggage and the open-seat dynamic have made Texas a genuine contest. Kalshi traders put Talarico at 62% to win. A Democratic win here would almost certainly seal Senate control; a loss forces Democrats to run the table elsewhere.

## Maine: The Only GOP Incumbent in a Blue State

Susan Collins, seeking a sixth term, is the only Republican senator up for re-election in a state Kamala Harris carried in 2024. Her opponent is Troy Jackson, the state Senate president. Collins has survived past waves by building a moderate brand, but her 2024 re-election margin was the narrowest of her career, and the Oct 20 Cook shift moved her race from Lean Republican to Toss-Up for the first time. Cook moved Maine to Toss-Up on October 6, 2026, alongside Kansas.

## Ohio: A Special Election With a Rematch Feel

Ohio's seat is a special election to fill JD Vance's vacancy. Republican Jon Husted, appointed by the governor, faces former Democratic Sen. Sherrod Brown, who held this seat from 2007 to 2025 before losing it in the 2024 cycle. Brown's name recognition and blue-collar appeal make him the strongest Democratic recruiter in any of the six races. Ohio backed Trump by 11 points in 2024, making a Brown win the most structurally difficult of the six Democratic targets.

## The House Picture: Democrats Are Heavy Favorites

Control of the Senate gets most of the attention, but the House is the less uncertain chamber. Republicans hold a 218 to 214 majority, the narrowest possible. Democrats need only three net seats. Decision Desk HQ gives Democrats a 77% chance to win the House as of October 19, 2026. Nate Silver's model is at 94%. Democrats lead the generic congressional ballot by 9.6 points, wider than the 8.6-point lead that produced a 41-seat wave in 2018. Gerrymandering caps the seat total: the average forecast is a 19-seat Democratic gain, not a 2018-scale wipeout.
