The Swiss Federal Council, on the basis of Articles 2 para. 3, 10 para. 2 and 4, 17 para. 3 and 21 of the Federal Act of 17 December 2004 on Freedom of Information in the Administration (Freedom of Information Act, FoIA), ordains:
