The IOC Lifts Russia's Decade-Long Olympic Ban
On 8 July 2026 the International Olympic Committee provisionally lifted its suspension of the Russian Olympic Committee, ending a decade-long ban that had been imposed in the wake of Russia's state-sponsored doping scandal at the 2014 Sochi Winter Games and the Kremlin's full-scale invasion of Ukraine in 2022. The decision clears the way for Russian athletes to compete as full national representatives, rather than as neutrals, at the 2028 Summer Olympics in Los Angeles. The IOC said the ban was lifted because Russia's Olympic Committee had formally removed from its membership any regional sports bodies in the four Ukrainian territories that Russia illegally occupied and claimed to annex in 2022. The IOC had ruled in 2023 that recognising those councils violated the Olympic Charter and Ukraine's territorial integrity.

What Changes Now
The ROC suspension is provisionally lifted. Russian athletes may compete with their country's name and kit at events where the relevant international federation agrees. The AIN neutral vetting programme, in place since 2023, is wound up. Athletes no longer need to pass a political loyalty check to compete.

What Stays Restricted
The Russian flag and national anthem remain banned from competition venues until the IOC decides the "appropriate time" to restore them. Russian government officials are still barred from attending Olympic events. Russia cannot host any IOC event. Individual sports federations keep the right to maintain their own bans.

What happens next is not the IOC's decision alone. World Athletics, the global governing body for track and field, confirmed its own full ban on Russian athletes remains in force regardless of the IOC ruling. Swimming, fencing, gymnastics and other federations are reviewing their own policies.
