A local ceasefire in Russian-occupied Oleshky, Ukraine, has held since 3:00 a.m. Kyiv time on October 27, 2026

Both Russia and Ukraine confirmed a halt to military action around Oleshky, a city of about 2,000 remaining residents in occupied Kherson Oblast, to allow humanitarian aid in and a civilian evacuation later in the week. The truce was brokered by US First Lady Melania Trump with parallel advocacy from Pope Leo XIV. Earlier on Tuesday, Finland and Norway held a rare direct phone call with Russian President Vladimir Putin to press for peace talks.

How the ceasefire was agreed

US envoys Steve Witkoff and Jared Kushner met with Putin, while First Lady Melania Trump leveraged communication channels built during earlier efforts to reunite Ukrainian children taken to Russia. Both sides assigned teams to coordinate the mechanics, including demining access roads. The White House announced the agreement on October 23; it went into effect four days later after Russia's defense ministry confirmed on Telegram it had ceased firing in the direction of Oleshky at 01:00 GMT.

"

An important humanitarian mission has begun in Oleshky. A bilateral ceasefire has been declared in the area where the mission is taking place.

"

Kyrylo Budanov

"

We hope that the announced ceasefire focused on Oleshky will bring the much-needed relief to their situation and allow aid delivery and safe departures.

What is happening on the ground

Oleshky sits on the left bank of the Dnipro River, directly across from Ukrainian-controlled Kherson. Russian forces have held it since the first day of the full-scale invasion in February 2022. The Kakhovka Dam collapse in June 2023 flooded roughly 90 percent of the city. Residents have had no regular food deliveries since May 2026, with limited electricity, no running water and mined roads cutting off escape routes. Aid convoys carrying doctors, medicine, food and water entered the city on Tuesday. An evacuation corridor is due to open on Thursday or Friday.

The Nordic leaders' call with Putin

Finland's President Alexander Stubb and Norway's Prime Minister Jonas Gahr Støre initiated a rare direct call with Putin on Tuesday — the first such contact between Western European leaders and the Kremlin since the war began, breaking with a long-standing practice of avoiding direct engagement. The call was coordinated with Kyiv. Both leaders told Putin their countries would continue military aid to Ukraine and urged him to engage in meaningful negotiations. Stubb described the call as "frank and substantive." Putin reiterated that a lasting peace requires "full and unconditional consideration of the legitimate interests of the Russian Federation." Denmark, Sweden and Germany expressed skepticism about the approach.

"

The discussion was frank and substantive. We are neighbouring countries of Russia. The outcome of this war will have a direct impact on our and the broader European security. Ending the war requires direct discussion.

"

President Alexander Stubb of Finland

"

This call was coordinated with us, and this is the right approach.

Ukrainian Foreign Minister Andriy Sybiha on the Nordic–Putin call

Ceasefire scope: local to Oleshky and surrounding Kherson region ceasefire corridor. Russia continued missile and drone attacks on Kyiv and other Ukrainian cities during the same period.

Evacuation direction: Zelenskyy noted Russia is demining routes leading toward Russian-held territory. Ukraine is pressing for routes toward Ukrainian-held Kherson across the Dnipro.

What we do not know yet

The ceasefire is geographically limited. Russia launched 16 ballistic missiles and 280 drones against other Ukrainian targets overnight on October 27. It is not known whether humanitarian convoys reached all 2,000 residents on day one. The ultimate destination of evacuees — Russian-held or Ukrainian-held territory — has not been publicly agreed, with Zelenskyy citing Russian demining only toward Russia. No date has been set for formal peace negotiations beyond the technical-level meetings planned for Abu Dhabi in the first half of November.

How we know this. The ceasefire confirmation and timing come from Ukrainian presidential office (Budanov statement via CNBC), Russia's Defense Ministry Telegram post (via Al Jazeera and NBC News), and the White House briefing of October 23. The Guardian article published at 17:43 UTC on October 27 confirmed the truce was holding and reported the Stubb–Støre–Putin call. H
