Google announced on 3 November 2026 that K-12 schools cannot disable its AI tools and keep Google Search at the same time. Starting early 2027, if a school switches off Gemini and Gemini Notebook for student accounts, those students also lose access to Google Search. Chris Phillips, Google's VP for education, told the New York Times: "Search and AI are deeply integrated." There is no setting to turn off AI Overviews while keeping standard Search.
| School AI setting | Google Search | Gemini tools | Guided Learning chatbot |
|---|---|---|---|
| AI on (opt in) | Available | Available | Available |
| AI off (opt out) | Blocked for students | Blocked for students | Blocked for students |
"Google is using its search monopoly to coerce schools into using Gemini. As the public increasingly pushes back against the use of AI in schools, Google is making clear it will punish those who don't fall in line.

Large districts that restricted student AI access this school year now face losing Search entirely:
New York City Public Schools: blocked generative AI for most students this year.
Los Angeles Unified: restricted student access to AI tools; officials said they expected to keep standard Search - Google's policy removes that option.
Frederick County, MD: voted to ban generative AI pre-K through grade 12 on 7 October 2026.
Schools Beyond Screens, a national teacher and parent coalition, called the move a form of
"bullying that has no place in our schools."
How many of the roughly 13,000 US school districts use Google Workspace for Education is not publicly confirmed by Google. Whether any grandfathering applies to districts with existing contracts has not been announced. It is unclear whether Guided Learning mode - the new restricted chatbot for consenting schools - will satisfy districts seeking a middle path. No regulatory body has announced a formal investigation as of 3 November 2026, though Common Sense Media's Youth AI Safety Institute labelled both AI Overviews and AI Mode in Search "an unacceptable risk" to students.
What schools can do before early 2027
Accept AI tools and choose between full AI Search or Guided Learning mode (the restricted chatbot Google designed for classrooms).
Opt out of AI, losing Google Search - and research alternative search engines for student devices.
Review existing Google Workspace for Education contracts for terms on feature changes.
Contact Google directly: Phillips said consultations with schools informed the policy; districts can still provide feedback before rollout.
Monitor state legislation: New York's chatbot safety law and similar bills in other states may create legal pressure on Google's bundling decision.
