Associate member framework: substance, scale and scope still to be defined by June 2027
Canada's Prime Minister Mark Carney and EU leaders described the goal as "the deepest possible partnership short of accession." The joint statement commits to "ever closer association" of Canada to the EU, stopping short of full membership. The phrase "associate member" was removed from the draft declaration before signing, after Germany and several other member states objected. Commission President Ursula von der Leyen had proposed the term in September without consulting all EU capitals. The final wording avoids the phrase entirely, though Carney used it himself at the closing press conference. No legal category of "associate member" currently exists under EU treaties. One would need to be defined and ratified by all 27 member states before any formal status is conferred. Both sides have set June 2027 as the target to finalise the framework.

The content of associate membership is undefined. No EU treaty category for it exists. What Canadians would gain, what obligations would apply, and which EU programmes would be open are all still to be negotiated over the coming months. Nine of the EU's 27 member states have not yet fully ratified the original CETA trade deal signed a decade ago. The US has not formally responded to the Montreal summit outcome. President Trump previously described any move toward Canadian associate membership as a potential "hostile act" and a tariff trigger. It is unclear whether the Alliance for the Future pact, which avoids that language, will provoke a fresh response.
